Webinar Summary

The historic Ashtabula Water Treatment Plant is located in the northeast corner of Ohio near the Pennsylvania border. The 10 MGD Plant was first constructed in 1887 and is owned and operated by Aqua Ohio, who issued a Request for Proposal (RFP) to progressive design-build teams in February 2020 to replace and rehabilitate some of the original 100+ year infrastructure. Completing the project by end of 2021 was “mission-critical”; essential to meet regulatory requirements of the Public Utilities Commission of Ohio, meaning that recovery of the capital cost was only possible if it was treating water “on schedule”. The team of HDR and The Great Lakes Construction Co. was selected by Aqua Ohio with a notice to proceed issued in May 2020, leaving only 19 months for preliminary and detailed design, construction, commissioning, and acceptance. In addition to an extremely tight timeline, there were significant challenges relating to COVID-19 including restrictive workplace policies and global supply chain issues. Yet, the project was completed ahead of schedule – new infrastructure was fully operational in less than five days after startup – and high-quality water was continuously delivered to Aqua Ohio’s customers throughout the construction period. This presentation will focus on several key learning objectives for participants including the value in obtaining regular input from key stakeholders, such as regulatory agencies, and the successful application of ‘plan the work, then work the plan’.
