Webinar Summary

The State of California is in a transformational time regarding our water infrastructure. For more than a century, our focus has been on securing new “pristine” water supplies to meet the needs of a growing population and economy. Wastewater had long been viewed as something to dispose of and not a resource. With a population of 40 million people and a gross domestic product of $3.37 trillion that rivals or exceeds that of many countries, California’s water supply is under threat from the impacts of climate change and there is a movement to develop more local and sustainable water supplies. While this movement must include the development of drinking water from highly contaminated groundwater supplies and seawater desalination, the largest near-term investments in State-wide water infrastructure will come in the form of potable reuse. Instead of discharging treated effluent to the Pacific Ocean, the major metropolitan Cities throughout California are proposing multi-billion dollar investments to capture, treat, and distribute a new sustainable supply of drinking water.

This presentation will cover the progression of potable reuse in California. From its early form in the 1960s-70s, through the development of significant projects, such as Water Factory 21 and the Montebello Forebay, to the current state of the art with the 130 MGD Groundwater Replenishment System operated by the Orange County Water District. The importance of regulatory criteria to support project development will be discussed as newly adopted groundwater recharge and surface water augmentation regulations have spurred many more projects out of planning and into operation or construction. Finally, and possibly the most significant, the State of California is developing regulations for direct potable reuse (DPR), which are slated to be finalized in 2023. Although these DPR criteria are still in a draft form, many large agencies are planning infrastructure that will utilize these regulations once promulgated and DPR will further expand investment in potable reuse as a future water supply.

About the Presenter

Shane is the President of Trussell Technologies, Inc. with more than 25 years of experience, a Ph.D. from UC Berkeley studying membrane bioreactors, an M.S. from UCLA and a B.S. in Chemical Engineering from UC Riverside. Shane has authored more than 75 publications and is a registered professional engineer in California. Shane is passionate about finding elegant and simple solutions to the complex challenges facing utilities with climate change threatening our water quality and supply. Shane has been involved in the planning, permitting, design, operation and optimization of indirect and direct potable reuse projects. He has also served as the Principal Investigator on research projects that have developed critical information to fill data gaps that has supported the development of potable reuse regulations (both surface water and direct) in California.   Shane is an AAEES Board Certified Environmental Engineer with a specialty in Water Supply and Wastewater.
